This policy allows all teachers in the state to transfer to another district of their choice. Starting from June 8th, the process of inter-district transfers for council teachers will be initiated.

Additionally, employees will also be able to request mutual transfers between districts. The detailed list of rules and conditions under this policy has been released by the Additional Chief Secretary, Basic Education, Deepak Kumar. Furthermore, the UP Transfer Policy will also facilitate transfers for Group C and D employees who have completed 3 years at the district level and 7 years at the divisional level.

The primary objective of the UP Transfer Policy is to provide teachers in the state the facility to transfer to another district as per their preference. This policy will make transfers for employees in the state much easier and convenient. The department will be able to initiate transfers at their respective levels until June 30th. Benefits and Features of UP Transfer Policy

On Tuesday, Uttar Pradesh Chief Minister Shri Yogi Adityanath approved the UP Transfer Policy 2023-24 for state employees. The departments will transfer employees at their respective levels by June 30, and after June 30, the approval of the Chief Minister will be required for transfers by citizens.

Under this transfer, priority will be given to employees who have completed 3 years in the districts and 7 years in the divisions. The state government has provided a time frame of 25 days for departments to carry out transfers, whereas in the previous season, only 15 days were given for transfers.

The Yogi government has approved 22 proposals in the cabinet meeting, according to which more than 20% transfers will be made for Group ‘K’ and ‘Kh’ employees. In addition, permission to transfer up to a maximum of 10% has been granted for employees of Groups ‘G’ and ‘Gh’.

Under the UP Transfer Policy 2023-24, if more than 10% of Group G and Gh employees are transferred by any department, they will need approval from the department minister.

After obtaining approval, the department can transfer up to an additional 20% of employees, and priority will be given to employees who have been stationed in one place for a long time. The announcement has also been made under the transfer policy of UP that merit-based online transfer system will be adopted for the transfers of Group K and Kh employees wherever possible.

Options will be given to all employees who have disabled children for their transfers under this policy. Transfers of all such employees will be made to places where there is good medical facilities and appropriate care can be provided.

Rules and Conditions under UP Transfer Policy:

The service period for the transfer of female teachers is two years, and for male teachers, it is five years from one district to another.

Under this, all interested teachers in the state can apply for transfers more than once.

Both male and female teachers who have previously benefited from transfers and those who are severely affected or have a family member affected can apply for transfers again.

If a teacher is completely healthy, then seniority will be given priority for inter-district transfers under this situation.

Teachers who apply for transfers with mutual consent will not be eligible for general inter-district transfers.

In addition, teachers will have to fill in at least one and a maximum of seven options for transfers under this policy.

In the case where two teachers apply, and their joining dates are the same, priority will be given to the older teacher for transfers.

All administrative procedures for teacher transfers during vacations will be carried out under the UP Transfer Policy, and a mandatory service period of five years has been imposed for teachers.

Furthermore, under this policy, 10% of employees whose work has been completed until April 30, 2023, will be transferred according to the number of employees.

Facility of Stationing in Hometown:

Under this, Group Gh officers/employees in the home district will be provided the benefit of stationing by the government. Through the UP Transfer Policy, these employees can be stationed in their hometowns, and it will provide relief to them and their families.

Options to be Provided for Parents of Disabled Children

To address the needs of profoundly affected disabled children and ensure their proper care and treatment, arrangements have been made to provide options for their parents. These options will be at places where appropriate care and treatment facilities are available.

Priority given to 14 Backward Districts and 100 Development Blocks

As part of the Indian government’s initiative, priority has been given to the aspirational districts of Fatehpur, Chitrakoot, Siddharthnagar, Bahraich, Balrampur, Shravasti, Chandauli, and Sonbhadra, along with all the development blocks of 34 districts and Bundelkhand. This ensures that there will be provision for satisfaction by deploying resources in these districts and development blocks. In other words, no position will remain vacant in these districts and development blocks.

UP Cabinet Meeting 2023: Approval of New Transfer Policy

The cabinet of Uttar Pradesh, under Chief Minister Yogi Adityanath’s government, has given approval to a new transfer policy. The new transfer policy will ease the transfers of state employees.
